Fleetwood signed as a free agent in April of 1993 and spent two seasons as a backup QB with the Rough Riders before being released in May, 1995. Fleetwood did not play in 1995, but signed as a free agent with Toronto in May of 1996 and released a year later in May of 1997. The BC Lions signed Fleetwood in June of 1997, but he retired that same month before playing for them. Fleetwood then joined Hamilton as a free agent in October of 1997.
