Quilter was a first round draft pick (sixth overall) by Montreal in the 1978 CFL College draft. Quilter did not sign with Montreal and was signed by Saskatchewan as a free-agent before the 1979 season. Quilter played 8 seasons (1979-86) with the Riders. Quilter was released by the Riders in May of 1987, and signed a month later with Winnipeg where he played one game in his final CFL season.
